Bela Desai
Hi Prestonwood Families,
Hi, my name is Bela Desai, and I am thrilled to lead such amazing schools as the Franchise Owner-Operating Partner for the Rigley Primrose Schools. I am grateful for the opportunity to lead such a strong and nurturing team! I am committed to continue to represent Primrose in Dr. Rigley’s distinguished brand.
I am originally from Kansas City. I moved to the Lone Star state for my college education in Nursing. While in college, my journey in teaching began with Primrose Schools in 2009. Primrose helped me realize my true passion, Early Childhood Education! I was motivated to pursue my degree in the field of education. I received my Bachelor’s degree in Health Studies in Child Development and my Master’s in Education in Educational Leadership. I am certified in Curriculum, Instruction, and Assessment. I have also received my Texas Training Registry to conduct faculty trainings in the state of Texas.
In 2018 I made a career change. I joined a childcare corporate company for a year and half. I served as a Consultant and Mentor for over 50 Franchisee’s and Directors guiding best practices to provide high-quality early childhood education. It was during this time I came to the realization that my heart was with Primrose.
I joined the Rigley Primrose team as the Director of Education in 2020 with over 15 years of Primrose experience in order to learn Dr. Rigley’s Primrose philosophies and policies.
I am proud to share Dr. Rigley’s passion to provide the best in Early Education within a nurturing and positive learning environment and committed to guiding the best practices of Primrose in order to provide high-quality early childhood education for all those I guide and inspire.
I cannot wait to get to know each one of you!

Megan Liles
Hi, my name is Megan Liles, and I am so happy to be a part of the Rigley Schools! I was born in Fort Worth and raised in Dallas. My dad is a retired elementary school music teacher–and I knew early on that I wanted to follow in his footsteps and become a teacher. I received my Bachelor’s degree in Music Education from the University of Texas at Austin–Hook Em Horns!
I’ve spent the last 10 years working as a freelance actor and designer in opera and musical theatre, but my first passion has always been Arts Education, maintaining a private voice studio and teaching in children’s and youth theatre programs. My students have been nationally recognized in competition and have gone on to prestigious universities and national performing tours. I am passionate about education and giving children the foundation to grow into their best possible selves. I have been privileged to work with many wonderful students over the years, and to continually learn from each of them in return. I joined Rigley Primrose Schools as a director for our new location Kessler Park. I am so excited to continue my new journey as the Executive Leadership Support for multiple locations with the Rigley Primrose family!
I love gardening, spending time outside (when it’s not 5 million degrees), and trying new restaurants and coffeeshops. I have the most adorable cat in the entire world—a Norwegian Forest cat named Fitzgerald or Fitz for short. He is super spoiled, but so sweet.
I’m looking forward to meeting and learning about the children and families of Rigley Primrose Schools!

Franchise Owner
Dr. Noel J. Rigley, PhD
Hi! My name is Dr. Noel J. Rigley PhD. and I, along with my daughters, Maya Ann and Meira Ariane, come from three generations of early childhood educators. We are passionate about early childhood education and we are committed to serving the educational needs of every community we touch. As a family of educators, we are the proud owners of Primrose Schools of Frisco West, Klyde Warren Park, Park Cities, Plano at Preston Meadow, Prestonwood, Dallas at Kessler Park, Temple, and Waco at Woodway. I am eager for you to learn more about our Balanced Learning Approach when you visit our school.
Prior to our Primrose journey, becoming a parent was the start of understanding the importance of sharing milestones and precious moments with a select few. Knowing that having good quality childcare would be a home away from home, meant care that would help my children become individuals who could positively influence their immediate environment and future generations. We have always felt our values should be above standard, and during our childcare search, we were underwhelmed with our findings. My wife and I were excited to discover a Primrose for our girls where our standards were not only met but surpassed!
Our Primrose journey began when our oldest daughter Maya was born, but it wasn’t until the birth of our second daughter, Meira, that I decided to couple my experience with my passion for early childhood education to open our first Primrose School in 2003! Since then, we have had the honor and privilege of becoming the proud owners of 8 schools. As an owner, I feel it is important that I am involved in every aspect of our schools, from the curriculum implementation to the menu. In providing a home away from home for our families, our highest priority is the health, safety and growth of our staff and students, as well as providing superior customer service to our families.
Our schools are committed to making a difference in the communities we serve and are actively involved in supporting several local foundations and charities. As a family, we enjoy “traveling with a purpose.” Most recently, our travels took us through Myanmar and Zimbabwe, where we visited various schools. We particularly enjoy visiting schools across the world to deepen our understanding of education across cultures and to offer help to schools in need.
As a long-term resident of Dallas, Texas, our family loves to spend time reading books across all genres, cooking family recipes, going on walks with our dog Roxy, and traveling. Maya, my older daughter, is a Fullbright Scholar who graduated from the University of Texas and is currently attending Baylor Law School. My youngest daughter, Meira, is also a graduate of the University of Texas, majoring in marketing at the McCombs School of Business and is currently attending the MBA program.
We hope you soon become a part of our family and that we can share in the joy of seeing your little one grow into a bright influencer of their generation!
I look forward to personally meeting you soon.
Sincerely,
Dr. Noel J. Rigley PhD
